If your organization has received a Microsoft compliance email regarding CSP self-licensing, you're probably looking for answers on what to do next. Many Microsoft partners are now reviewing how they purchase internal Microsoft licenses after receiving communications reminding them that self-licensing is not permitted under the Cloud Solution Provider (CSP) program.

This guide answers the most common questions Microsoft partners are asking about CSP self-licensing, Internal Use Rights (IUR), Microsoft's recent compliance communications, and practical next steps. It is written in a question-and-answer format to provide clear, factual answers supported by Microsoft guidance and industry best practices.

Although Microsoft's policy isn't new, recent compliance communications have prompted many partners to reevaluate how they purchase internal Microsoft licenses. Understanding the requirements and the alternatives can help your organization stay compliant while maximizing the value of its Microsoft partner benefits.

What is Microsoft CSP self-licensing?

Self-licensing occurs when a CSP partner acts as both the reseller and the end customer for Microsoft licenses or subscriptions.

Is self-licensing allowed?

No, Microsoft's CSP program is intended for selling to customers. You cannot be your own customer.

Did Microsoft change the policy in 2026?

This is not a new policy for 2026, and is, in fact, longstanding. What changed is Microsoft's increased compliance outreach and enforcement.

Why are partners receiving compliance notices?

Microsoft is reminding partners to align licensing practices with existing CSP program rules.

What products are affected?

Commonly affected products include Microsoft 365, Azure, Dynamics 365, Power Platform, security products, and other subscriptions purchased through CSP for internal use.

Can I still use Microsoft products internally?

Yes. The restriction is on how internal licenses are acquired, not whether partners may use Microsoft software.

What are Internal Use Rights (IUR)?

IURs are partner benefits that allow eligible partners to use Microsoft products internally for business operations.

Who qualifies for IUR?

Most Microsoft Partners qualify for some IURs. Eligibility depends on the partner's benefits package, designation, and current Microsoft partner program requirements.

What is the difference between redeeming and using IUR?

These might sound like they are the same, however, there is an important distinction. Redeeming makes benefits available and is the first step in the process of utilization; using them requires assigning licenses and replacing commercial subscriptions where appropriate.

Why do partners overlook IUR?

Many redeem benefits but never deploy them. Sometimes it’s down to a misunderstanding of the above question of redemption and utilization. Other times its down to not knowing they exist. No matter the reason, overlooking IURs results in unnecessary software spending.

Has the IUR redemption process changed?

Yes. Microsoft introduced a new checkout-style redemption process tied to a Microsoft Customer Agreement billing account. We have additional information about how to navigate Microsoft’s new IUR redemption process.

Do IUR benefits expire?

Yes. Benefits generally align with the partner membership term, making timely redemption important.

Can I buy licenses through another CSP?

Yes. Purchasing through another authorized CSP is generally an accepted approach for internal licensing, provided that CSP is a separate, unrelated partner and not your own enrollment. The key is that you are buying as the end customer from a different partner, not selling to yourself.

Can our affiliated organizations purchase through our CSP?

Microsoft's guidance indicates affiliated organizations acting as end customers are also covered by the self-licensing restriction. Microsoft states partners aren’t allowed to sell offers “to themselves (as end-customers) or to their affiliate organizations (as end-customers)” (see Supported CSP partner relationships, Scenario 5).

Will Microsoft audit us?

Microsoft has not announced a universal audit initiative, but compliance communications should be taken seriously as this could impact your Partnership standing.

Will we lose our partner status?

Microsoft has not publicly stated that a single notice automatically results in loss of status. However, Partners should address issues promptly and find a CSP licensing solution, so they don’t stack risk.

How should we respond to a notice?

You should immediately enact this following plan: Review current purchases, identify self-licensed subscriptions, evaluate IUR, and create a transition plan to non-self-hosted licenses.

Can we ignore the email?

No, the risk it too great. Compliance communications should always be reviewed and acted upon. As the potential for negative consequences could be painful, this is something to take action on.

What mistakes do partners make?

Beyond the initial mistake of self-licensing, delaying remediation, ignoring IURs, and assuming redeemed IUR benefits are automatically assigned.

Recommended Self-Assessment Checklist

  • Inventory all internally used Microsoft subscriptions.
  • Identify licenses purchased through your own CSP.
  • Review Partner Center benefits.
  • Redeem all eligible IUR benefits.
  • Assign IUR licenses where appropriate.
  • Document any exceptions.
  • Purchase remaining internal licenses through an approved method.
  • Review annually after partner renewal.

Finding the Opportunity

IUR benefits from Microsoft can span across your entire organization and provide massive savings. Putting our knowledge of the Microsoft Partner ecosystem to work for ourselves, we saved over $300,000 using IUR benefits.
